He is the kind of person who lies.

He is a person who lies.

Are both the sentences correct and, if so, what is the difference in meaning?

In this sentence there is an implication that there are certain groups of people who lie, and he is one of them.

Quote:

He is a person who lies.


Here you are describing the trait of one particular individual.
