"I would never say public schools can't do better," Mr. Rothstein said. "I'd say they can't do much better," unless lawmakers address the social ills caused by poverty.

What do the two statements containing negation mean respectively? Please.

Fansy, hope I'm not too late responding. Perhaps this will help:

Mr. Rothstein thinks that public schools can improve (1), but only marginally (2) unless certain things change.
