Does "Resources" here refer to financial support a family can afford to give to their kids for education?
Yes, resources in this case means the lack of financial funds.

I think the word "resources" as used here includes general information as well as available money.
For example, most communities in the States have a Free Public Library. Many poor families aren't aware that the libraries exist. Others don't see the relevance of library visits and reading books to breaking out of poverty.
