Those few to whose eyes his essays came would have had to be highly educated to understand his message, as he not only wrote in classical Chinese, but also used abstruse archaic diction.

Is the sentence correct? If so, what does would 'have had to be' mean?

I would have used "attention" rather than "eyes",

"would have had be" = "would have needed to be"
