6.He is not wiser than his brother. > He is as clever as his brother,

7.He is no wiser than his brother. > He is as foolish as his brother

8.Everybody is not prepared. > Not everybody is well prepared but only some of them.

9.He does not work very hard every day on mathematics. > He works hard everyday, but not on mathematics (He works hard on other things)

Do you agree with the paraphrase?

Yes, I agree, with the exception of # 8.

If you're saying "everybody is not prepared" that translates into "nobody is prepared". Therefore, your statement "Not everybody is well prepared but only some of them" is incorrect.
