1. The governor, in office for less than a month, did not tip his hand today on how much the public school system will get in the budget that he will submit to the state Legislature on Wednesday.
What does this idiom mean?
2. But even as the governor and the state Legislature work to forge a new education financing formula that could benefit the city's schools, the governor is sure to face pressure from wealthier suburban communities who do not want to lose money to New York City.
Does it mean that the richer districts do not want to spend taxpayers' money on the poorer districts for education of kids that are none of their business?
1. I suppose it alludes to a card game. Tipping your hand reveals cards (secrets) you would prefer to keep hidden.
2. Yes.
