"I wish it weren't raining." This is subjunctive, not indicative; so "was" is incorrect although it's frequently misused.
I don't think that "I wish it wasn't raining" is wrong, as stated above.
I would consider the 'were' version formal and the 'was' version informal. Am I right?

"wasn't" (was not) is correct.
"weren't" (were not) is incorrect.
you could say "i wish you weren't leaving"...
