The Baldrick Manufacturing Company has for several years followed a policy aimed at decreasing operating costs and improving the efficiency of its distribution system.

Is DECREASING a verb or adjective?

It is a gerund, and this is an instance where the gerund is serving as a noun and a verb at the same time (as explained here). It functions as a noun because it is the object of aimed at, and it functions as a verb because it has its own object in operating costs.
