what does "quote Dolly" mean?
2)"it's be like fantasy number three."
Is it kind of slang phrase? or just literal meaning?

Sorry,here are the contexts.
1)
gay stylist:we have to quote Dolly and just do some music and make it the best house in this area.
(He is planning to make over the dirty house and then throw a big party and invite girls.)
2)(pointing to a bunch of clothes and said to two boys,)
gay stylist:You can style each other for the party. It will be fan! ...It'll actually be like fantasy number three.

I'm guessing "Dolly" would be Dolly Levi, the title role in the musical Hello, Dolly"

"Fantasy" is probably a decorous reference to "sexual fantasy". He's convincing the boys that styling each other for the party will be fantastic fun.
