There is an old rule that to protect sources and information you could stretch things.
what is the grammatical function of this clause? (you could stretch things)
That expression usually means to liberally interpret rules or policies in order to do what one wants, while retaining the ability to claim (probably disingenuously) that one was observing the rules.
