What MATTER/MATTERS to me IS/ARE Bob and Joe.

I think it should be 'What matters to me are Bob and Joe.'

"What matters to me are" is conversational and rather poor English. To be avoided, by reformulation if necessary.

Well, e.g. "The people who matter to me are Bob and Joe", or "What matters to me is that Bob and Joe are all right"
