Is the comma required after 'time'?

The comma before "and" is not required though can be used if one wishes. The others are required.

Not only is the comma after "time" not required, but it is wrong. Let's simplify:

Mike's actions were necessary and were later considered self-defense.

A compound sentence (one subject, two verbs) should not have a comma separating the verbs.

The correct full sentence:

Mike's actions, though hostile, were necessary at the time and were later considered self-defense by a jury.

Roberta you are spot on. I reread the sentence and slapped myself in the forehead. But the other two commas are definitely required.
