1. Didn't you attend that meeting either?
2. Didn't you attend that meeting too?
In sentence 1, the speaker did not attend the meeting and asks if the same is true of you (you did not attend). Am I correct?
In sentence 2, the speaker believes that you (also) attended the meeting and asks for confirmation of that fact. Am I correct again?

I don't know what rule would apply, but "either" is usually used with negative connotations and "too" with positive ones.
I didn't go either.
