I believe he refers to the Tokugawa shogunate (1603-1867), when after the seclusion laws of 1635 only inbound ships from Korea, China and the Dutch Republic were allowed. If I remember correctly a reason for the seclusion laws was to keep out Christian missionaries and other foreign influences that could jeopardise the status quo in Japanese society.
