Not so, I'm afraid. I'm English and was taught to always use the comma.

Starting a letter, what's the difference?

Dear, Soz,
(never seen that)

Dear Soz,
(every time)

The comma changes the meaning, looks wrong, sounds wrong.

I believe the difference here is that "dear" is considered part of the addressee; thus no comma to separate it from "Soz".
