The petition demands that the government abandon proposals to establish a national vehicle-tracking system that will/would be used to tax motorists every time they drive/drove their cars.

Which verbs should I use?

As the Proposal would be enacted in the future a future tense should be used. The fact that the petiton calls for the abolition if the proposal is immaterial.

"Would" is used because it is not certain that the proposal is to be enacted.

"Drive" is probably better but drove could be used without causing too many headaches.
