The doctors attended/attended to the injured.

Which verb should I use?

Either. "Attend" is traditional, but "attend to" is becoming more common.

How to Attend to a Stab Wound. If you are seriously injured or bleeding call 911, or else have a friend/relative take you to the hospital immediately.

Neither is it appropriate for a doctor to feel compelled to leave a busy pre-booked surgery to attend a patient at home,
