A oerson can order the parts to build a car all at the cost of $2000.

Is sentence correct?

Maybe. I would never use the word all in it though. Drop that one word, and it works much better.

It would work as is with a comma in front of the all, as in:

Build a car, all at the cost of $300.00

or without the comma and "all".

Build a car at a cost of only $2000

This structure tell the reader you believe 2000 is a small price.

Can't say it's INcorrect, but it sounds odd and is a little confusing. Put a comma after "car", as Mame says, and it will work very well.
