Here is/are a cat and a dog.
On the left is/are Mr. Bean and Mr. Pees.

Should I use 'is' or 'are'?

"is" is singular and "are" is plural.

Are is correct in both sentences because you're talking about more than one animal/person.

Here is a cat. Here are a cat and a dog.

Here is Mr. Bean. Here are Mr. Bean and Mr. Pees.
