I like B the best and I'd leave out the "a".

....> high-level Olympic Games with distinct features...

or high level Olympic Games having distinct features...

I'm afraid my answer is "none of the above".

"High-level" doesn't mean much without knowing where the level is.

In your context"Distinct" is better than "distinguished", but each Olympic competition is distinct.

What about something like: "The Olympic Games have always been a distinguished competion. The Games next year in China will have a distinctly Chinese flavor."
