My letters or/and my phone calls have not been answered.

I believe 'and' is correct, but can 'or' be used? Is the second 'my' necessary?

The second 'my' is not necessary (not actually wrong, but not necessary).

'And' is correct. 'Or' gives the momentary impression that you aren't certain whether you are talking about letters or phone calls.

It is also correct to say "Neither my letters nor my phone calls have been answered'; in this case the second 'my' is necessary.
