You can't find another shop elsewhere that sells electrical goods this/that cheaply.

Which is the word that should be used?

If you're IN the shop, use THIS. (Present tense)

If you're OUT of the shop (talking past tense), use THAT.

I suggest that you should also strike out elsewhere. The word another already implies the sense of "elsewhereness". (Though you might want to include some such phrase as "near here" or "in this town" to qualify the statement. )

And to be really idiomatic, I'd say that "you won't find" or "you couldn't find" sounds more natural than "you can't find".
