They were playing a kite on / during the / a windy day.

Which words should I use?

1. You don't "play" a kite, you fly a kite.

2. Out of the choices given the only sensible choice is "on a windy day".

3. They were flying a kite on a windy day.

Playing with a kite on a windy day is suitable.

but for preference flying a kite

If I saw my son playing with a kite on a windy day, I'd say, "Don't play with it, fly the damn thing!"
