Saudi Arabia says it will/would be keen to attend an Arab-Israeli peace conference proposed by the United States.
Which verb should I use? If both are possible, what is the difference in meaning between the two sentences?

Both versions are grammatically correct. The difference is that "will be keen to attend" suggests that the peace conference is definitely going to happen; "would be keen to attend" suggests that the peace conference will only hypothetically happen. In the first case, Saudi Arabia is saying that they are definitely going to attend; in the second case, Saudi Arabia is saying that they would attend if such a conference happens.
