The X-ray treatments were given/had been given daily up to the time that he was dismissed from the hospital.

Which verbs should I use? If both are, what is the difference in meaning between the two sentences?

I think the correct version is the latter because it's a past perfect tense, which expresses action in the past before another action in the past. This is the past in the past. For example:

The x-rays had been given daily up to the time that he was dismissed from the hospital.
