Which of the above sentences is correct?

Neither.

"In which months is it cold?", perhaps, although use of "in" and "it" in this way is a little conversational. (That is, more appropriate for casual spoken English than written English)

How should it be phrased in written English?

I would write, for example "In England, which months are cold?"

Answer : "Every month, apart from August." Very Happy
