(B) sounds like the better choice to my ear. "To bring about" means "to create" and is usually used for terms that are understood not to exist before the action. For example, "to bring about peace" means to create peace where none existed before. "To bring out" is slightly different; to bring something out is to use or to reveal something that exists but has remained hidden or latent. In your sentence, the spirit of competition already exists in Robert but lies dormant until Ned Roper brings it out.
