Should "by engaging in horrors that they recognized as immoral" be "by engaging in horrors that they once recognized as immoral"?

What are horrors? Here referring to political violence. Criminals would engage in horrors, conscious of that their behaviors are immoral. But those party members would think that the horrors are moral (to defend their party).

What is your opinion?

Context:

Various nationalities in the Soviet Union were also subjected to terror. For several genrations, the revolutionaries and then the Soviet specialists in violence displayed their dedication to the Party by engaging in horrors that they recognized as immoral. The moral responsibility was shifted totally to justify the Party. Political violence was justified as a defensive strategy to protect the system from its internal enemies.

When something is Immoral, it does not mean that it is NOT necessary.
Something Immoral can be necessary.
This example using the Soviet Union is a fine example of this.
They WERE aware it was immoral.
It was a politically reasonable maneuver used to ensure national security.
It was undertaken for the Greater-Good.

Therefor, if you reflect on my statements you will understand my contribution to this discussion.

(* I notice that you often ask questions about grammar. The word "Sound" can be used in the same way "reasonable" can. [example: It was a politically sound maneuver.])
