Thermate Cutter Charges are devices design to be placed around beams and such that when trigger cut through metal by way of very high temp. jets of melted powder iron.

I thin k it's thermIte cutter charge, not thermAte. According to apochraphal legends from MIT, years ago, when there used to be trolleys running on rails from Boston toe Harvard Square in Cambridge, MIT undergrads, the hellions, would queue up at the trolley stops and board slowly to keep it immobile, while their friends would place thermite charges around the steel trolley wheels and set them off, which would weld the wheels to the rails. The motorman would try to put the trolley back in motion, and it would just sit there. Young scientists with too much free time on their hands.

Thinking it's thermate kinda givbe you an idea of how seriously to take conspiracy theories like the original post.
