why we can't use "the tickets of the concert"

and have to use "the tickets to the concert"

Because the tickets are not "of" the concert - they do not belong to the concert. They allow access "to" the concert. In fact native speakers will often say "the concert tickets".

Have you got tickets for the concert?
What was your opinion of the concert?
