I need to know whether the sentences "There is a book and a pen" and "This is my mum and dad" are correct and, if so, the subject verb agreement rule that leads to the use of "is" instead of "are" in those sentences.

It saves saying, "There is a book, and there is a pen." Also, "This is my mum, and this is my dad."

Yes, but I can't say I'm 100% positive...but I think of it this way... it's kind of expressing a condition or a statement about a collection:
"There are a book and a pen (on the table)."
and
"These (people) are my mum and dad."
