Could you let me know which sentence construction is incorrect and the grammar rule behind it? The words can be jumbled around to make a meaningful sentence so long as appropriate punctuation is used.

Why were there so many cats in Kathmandu?
Why there were so many cats in Kathmandu?
Cats! Why were there so many in Kathmandu?
Why there were so many cats in Kathmandu.

One and three are correct. In the other two sentences the word order is not proper grammatical usage.

"Why were there..." asks a question.
"Why there were..." answers a question.
