The palatines' territory has been attacked by Israeli army since .....
The palatines' territory has been attacking by Israeli army since....
Which one can indicates that this territory is still under attack from a specific past time ,and will be continue ?

I didn't know that Rheinland-Pfalz has been attacked by Tsahal..

Or do you mean Palestine?

You could say "The Palestinians' territory has been under frequent attack by the Israeli army since...."

Yes. I see. I could write that..but my point here is about the usage to for example "has been increased "and "has been increasing ", how can I use these 2 kinds of praises without confusion ?
For example

The quantity of effluent that is dumped into rivers has been increased these years.....??? Or "has been increasing these years ". Maybe we can use both 2 ,but the difference?

"Has been increasing" is the one to use.

"...has been increased..." sounds like a deliberate policy.

examples:
The incidence of ebola virus in Africa has been increasing in recent months.
International aid to the Middle East has been increased this year to record levels.

Hmmm. Still confuse about the usage to these 2. Here I can show u an explanation from another website .

The post office raises the price of a U.S postage stamp from $1.50 to $1.75. Without details, a spokesperson for the post office announces the fact like this. "The price of the stamp has been increased."

When we hear or read the announcement in our present, we learn of one decision made in the past which flows right into our present and impacts us now.

When I hear of this, I think back to all the other times I have experienced these single event price increases happening many times over the course of my lifetime, from my past to my present, I react by saying

"The price of a postage stamp has been increasing ever since I can remember." So yes it indicates a continuing, a repeating pattern.
