Saying 'there is no doubt there are survivors' implies there are survivors but saying' there is no doubt there are any survivors' does not seem to imply there are survivors. What is the distinction? Does adding the word 'any" change the meaning/implication of the 'no doubt'?

"Any" refers to an unspecified amount of at least one or more, so it makes this sentence ambiguous. Basically, the sentence is saying, "there are any survivors."
