BOTH-2 parties
ALL-more than 2
===================
So in an email addressed to only 2 parties/persons, does it mean we must say
-Dear both,
and never DEAR ALL?
@WBYeats,
Either, though all refers to an undefined number.
If there are two people, addressing them as "all" would be wrong, since "all" is only used when addressing more than two people. "Dear both" is unusual unless you are deliberately being informal and jokey - most people would use the peoples' names e.g. Dear John and Mary.
@WBYeats,
I'll probably be denounced WB for something that might prove no help at all, but

@dalehileman,
What he should have done before posting. Good call and best answer!
