So in an email addressed to only 2 parties/persons, does it mean we must say

-Dear both,

and never DEAR ALL?

If there are two people, addressing them as "all" would be wrong, since "all" is only used when addressing more than two people. "Dear both" is unusual unless you are deliberately being informal and jokey - most people would use the peoples' names e.g. Dear John and Mary.
