Whats the difference between this two sentences?

The proposal that he put forward at the meeting was interesting.

The proposal that he should study more was interesting.

One difference is the first one is a statement of fact while the second is an opinion.

Structurally, they are the same:

proposal / was/ interesting

the other parts in both sentence are adjective phrases describing "proposal'
