The first phrase :
percentage of the votes polled for Democratic party.This is the percentage of votes cast FOR the Democratic candidate.

It means that the candidate received 20% of the total votes cast (not a very high amount, by the way), so if there were 20,000 votes cast, the candidate would have polled (gotten) 4,000.
The second phrase :
voter turnout as % of eligible voters
You are correct when you say

Depending upon whose numbers you look at the Voter Turnout Percentage in the USA floats at about 50 percent of eligible voters.
