ASHINGTON, July 14 ?- A spending measure emerging in the Republican-led House eliminates much of the money sought by the Bush administration for research into a new generation of nuclear weapons that it says are needed to combat 21st-century threats.
The decision last week by the appropriations subcommittee responsible for the Energy Department represents a rare rebuff of the administration on national security policy. It also suggests unease among some House Republicans about a change in nuclear direction that critics say could lead to a new arms race
