Because there wasn't a concerted, worldwide effort by a movement with the clearly announced aim of destroying America by terrorist attacks.
This may be a little off target. However, my anger is boundless everytime I remember that the US would not have been in this situation had not the misbegotten #$%^## wimp in the white house not started the war in Iraq.
