Modern Conservatism - More Concerned with Economic Freedom?

OK, Conservatism is one very complicated mass (mess, even? o.O).
Modern Conservatism obviously has two strands - Neoliberalism and NeoConservatism - which comes together as the New Right - but as Cameron came in, he is moving towards the middle way and battling for the centre ground which makes things even more complicated.
Here's the question -

is modern conservatism more concerned with economic freedom than social stability?
for example, have they lessened on their emphasis on law and order, heirachy, etc... especially in modern day society?

I would greatly appreciate your opinions, conservatism is the one ideology i find very confusing.
