No, Murtha simply refused to take money for himself to let the "sheikh" gain US residency, but let the "sheikh" know that if he wanted to invest in in the impoverished Rust Belt district which Murtha represents, he'll see what he can do to get the him residency.
Outright bribery of public officials is a normal mode of business in many countries, and Murtha was just letting the "foreigner" know that was not the way here. If you want to invest money in a town, that town's representative likely will try to get you legal residency since you are a person who brings unique skills to the country. On the other hand, you don't give the congressman money directly, since that is a bribe.
By the way, Rupert Murdoch, owner of Fox News, seemed to gain American citizenship in record time. You don't suppose some Congressman helped him along there, do you? I mean, considering the amount of money Murdoch had to invest in the country?
