HHmm .. way it sounds, still seems to give way too much discretion to the authorities. But it's explicitly not what Badboy makes it sound like - at least not if we are to believe the government:

(Course, it makes a difference whether he simply
says that the authorities won't do this, or the proposed measure actually doesn't make it possible to do so. That's not clear from this.)
I'm not averse to measures against speculators, though - investors who buy many houses in upcoming neighbourhoods only to let them stand empty for years, waiting for the best time to sell them on. When there's a housing crisis, that's just not on. Course, I'd just give some regulated leeway to squatters to tackle that problem, like Holland did in the 80s/90s..
