I can only guess that people with macular degeneration may face increased glare without the help of sunglasses. This happens to some people with advancing cataracts, for example. But I don't know his visual needs, just guessing.
I see by the article that Bush didn't know he has this problem.
Still, the guy is not a jackass for wearing the glasses, in my opinion.
I keep telling Craven that we need sarcasm tags.
