US Military Plans Joint Exercise in West Africa
The U.S. military curently enjoys cooperation with a number of countries in West Africa, and Africa's growing oil industry, concentrated in West Africa's Gulf of Guinea, has also led to an increased U.S. military presence in the region.

I think it may be more complicated than that, Freedom. Could it be that some saber-rattling in West Africa could also serve to back Mrs. Ellen Johnson Sirleaf in Liberia, just in case some of Charles Taylor's former cohorts still dream of returning him, or one like him, to power? Just a wild guess. But Nigeria, Ghana and the Ivory Coast all need occasional reminders of our continued interest in the area. (One of the main reasons for that interest, of course, is the oil.)
