Russian arms orders will rise next year by more than 20 percent to 8.8 billion euros (11.2 billion dollars) mainly for new nuclear weapons and outfitting rapid reaction forces, a senior official said Saturday.

"Expenditure of 302.7 billion roubles (8.8 billion euros) is earmarked for the defence ministry for purchase and refurbishing of military material and arms," Vladislav Putilin, the vice president of the state industrial-military commission was quoted as saying by the ITAR-TASS news agency. "These orders will increase by more than 20 percent in almost all areas at comparable prices," another agency, Interfax, quoted him as saying.

The additional resources would be applied largely to development of nuclear weapons, rapid reaction units and special forces.

Interior ministry orders were set to increased from 13.7 billion to 14.6 billion roubles (424 million euros), Putilin said.

And how, precisely, does the quoted article show that the increase in Russian defense spending is a result of the actions of this administration? I mean, if we are to believe that because you impart that to us from your fund of profound wisdom, as opposed to having an external source for that, we need to know.

MOSCOW (Reuters) - The Kremlin on Thursday rejected as "completely incomprehensible" remarks by Vice President Dick Cheney that Russia was backsliding on democracy and using its vast energy supplies to bully its neighbors.

"The speech of Mr. Cheney in our opinion is full of a subjective evaluation of us and of the processes that are going on in Russia. The remarks ... are completely incomprehensible for us," said Kremlin deputy spokesman Dmitry Peskov.

Cheney, in remarks that could cause tense moments when Russian President Vladimir Putin hosts his first summit of the G8 industrialized nations in July, earlier told Baltic and Black Sea leaders in Vilnius that Moscow should return to the path of democratic reform.

(price and exchange rates in 2003):

USA: $404,920,000,000

Russia: $65,200,000,000


and since these numbers were calculated the US congress funded another $100,000,000,000 for the global war on terror.

Not all of the world hangs from the lips of the Bush administration, you know. That they are increasing their armament is not desirable, but certainly not unsurprising. Remember that they still have Checnya to deal with.
If the Bush administration can be blamed for this, it might have more to do with the trigger happy brand of politics it stands for. Attacking Iraq, threatening Iran, etc.
