The Flat Tax has no chance of ever getting adopted and neither does the 7% Wealth Tax, Parados. But I have never heard of your proposal before. I, an amateur economist, would be interested in learning more about the logic behind your idea.
By the way, if anyone is interested, Cylops keeps his wealth, in cash, in Haagan Dazs containers in his freezer. CI is burying gold bars in his back yard. I have video.

Wealth is accumulated because our society allows it to accumulate. People with wealth certainly benefit from that wealth. The logic is that people would pay based solely on how they benefit.

That doesn't help me understand what you are suggesting. There would be no income tax anymore, right?
Rather, if someone had a worth of, at the end of:
2007: $10M, they would pay $700K
2008: $12M, $840K
2009: $8M, $560K.
Is that the plan in its simplest version?
