Things are getting pretty desperate for the established faction of the Republican party. I would think that McCain is stepping up and trying to take a more moderate path in an attempt to salvage '06 and '08.
I have no idea where Graham is on this one. I believe the two of them may have decided that a WH showdown on vetoing the legislation would be so destructive to their party that they watered down the amendment as much as possible.
Hard to see McCain going for that one, though. We'll see.
