Written in Dec. 2004, Galbraith's plan for iraq involves a loose confederation of three Iraqi states?-Kurds, Shiite, Sunni, and Bagdad?-with a weak central authority that would distribute oil revenues to all the states, conduct foreign diplomacy, and produce a common currency.

That's an interesting idea.

However, maybe he should take a look at what T.E. Lawrence suggested. That man based his map of the Middle East on tribe sensitivities and if the Allies had redrawn the Middle East according to his ideas, we might have had less strife in that region today.
