What´s going on with Talibani and Jafaari?

In my perusing of news, I have noticed a shift in focus from the Prime Minister of Iraq, to the President of Iraq. Talibani (the president) is now being quoted more often and receiving more press coverage (and it seems more visits etc.)

It seems that Constitutionally Jafaari has more power and his party won the election. Talibani is Kurdish, Jafaari is Shia... other than that I can´t make any sense of it.

This shift doesn´t completely make sense. Anyone have any insight into what´s going on?

Is the West trying a power shift?

I wouldn't know, you would have to ask the news people why they are seeking comments from the other guy.
