This is not an issue of what’s normal. However, practicality may come into play. It’s advisable to have access to an instructor of some sort and availability of a car. Without having a car occasionally, whatever lessons you may get will be wasted. Money $$$ for insurance is essential too. Owning your own car, however old, costs a lot of cash for initial purchase and regular maixtenance as well as title, plates and fees.
Depending on your states requirements, an adult might not need a learners permit. You should’ve already checked that info out online.
After taking the DMV written drivers exam and passed that exam, you need to take the driving road test. Somehow, you’ll need to borrow a car and come up with cash for the DMV /Registry.
All of this comes across like a pipe dream.
